City approves bridge repair

ENCINITAS - An emergency repair on the Highway 101 bridge spanning San Elijo Lagoon was approved Wednesday by the City Council. But until the $68,000 project is completed, North County Transit District buses, school buses and heavy trucks will continue to be routed around the area because of concerns for the bridge's strength.
The project will start as soon as contractor J.C. Baldwin Construction Co. can get mobilized, officials said. ... "Most of the pilings for the original structure are in poor condition," wrote Caltrans inspector Shawn Zangeneh. "Advanced corrosion has taken place and unsound concrete is present in most pilings."

The staff report recommended saving time by turning to a trusted contractor , Leucadia resident J.C. Baldwin. The report said Baldwin's skill in building beach-access structures at Stone Steps and Swami's beaches, and at D and Grandview streets, made him the ideal choice.
The city received short proposals from the three other contractors, with price tags ranging from $36,000 to $138,000. But Nelson recommended skipping the time-consuming formal bid process and picking Baldwin. Baldwin's company is now working for the city on the median project under way on El Camino Real, and should be able to do the work quickly and efficiently, Nelson said.
