Swami's to receive new access

Construction on the Swami's beach access began Monday and may not be completed until Oct. 1, according to Park and Beach Superintendent Jesse Tench.

Baldwin Construction Co. will build approximately 160 to 170 steps with 78 feet of vertical drop, according to architect Joel harms of Smith Design. Builders will drill 6- to 24-foot-deep holes into the bluff face and put epoxy-coated steel bolts into the holes in a process called "rock bolting," contractor Jim Baldwin said.
 
"(The process) will be tying the bluff together to keep it from failing," Baldwin said.
The access will have six platforms, guardrails along the walks, and handrails at each stairway, Harms said. A shower will be located at the lower landing, he added. Baldwin estimates that 450 yards of concrete will be used in the construction.

Total cost of the project is $440,000, with $160,000 remitted from a state Coastal Conservancy Grant and the remainder from the Encinitas General Fund, Wigginton said.
 
New Swami's Stairs Begun -- 6/7/90
 
After three years and three different designs, work has finally begun on a new access for Swami's Beach Park, a popular destination for surfers and tidepool observers. The bad news is the park will be off-limits to all beach-goers for at least four months while the J.C. Baldwin Construction Co. builds the new $600,000 stairway. The final design will include two long straight sections of wooden stairs with wooden beams serving as railings, with a short switchback section at the bottom.

The existing stairway was deemed unsafe and closed by the city late last summer after a contractor, hired to patch several deteriorating sections, put the city on notice as to the access's condition.
 
After receiving a permit from the California Coastal Commission and a $160,000 grant from the state Coastal Conservancy for the project, the city put the project out to bid. J.C. Baldwin - which has a good track record for building numerous bluff-related construction, including the "D" Street stairway in Encinitas and several seawalls in Solana Beach and Del Mar - was awarded the contract.

"It's actually a fairly stable bluff," said Jimmy Baldwin, who was supervising the removal of shrubs along the bluff on Tuesday. Just to be sure, a process called "rock-bolting," which holds the bluff in place with large poles, will be done at Swami's, to insure the bluff's stability. The rock-bolting process adds an additional $145,000 to the stairs' price tag.

Unity between city and community was the theme Tuesday afternoon as nearly 100 people gathered to christen the new Swami's Beach access.

Peter Grenell, Executive Officer of the Coastal Conservancy - a state agency that appropriated $160,000 towards the design of the access - said the stairway sets a precedent for other projects along the California coast. "Considering the difficult logistics of the project and how smoothly it went, the Swami's stairway is truly an impressive achievement," said Grenell. "We only wish other projects could be as smooth as this one."

"This project went like clockwork," said Dave Wigginton (Encinitas Community Services Director). "The cost analysis, geo-technical studies, the projections, everything came out right. Nothing unexpected came up."

Jimmy Baldwin of Baldwin Construction, whose crew built the stairway as well as another beach access at the foot of "D" Street - deserves much credit for bringing Schmidt Design's design to reality - stayed in the shadows for most of the ceremony. "We just wanted it to look nice, that was our main concern," said Baldwin, who spent $3,000 out of his own pocket to build a 12-foot high "shot crete" wall that blends in with the natural bluff contour, serving as erosion control at the foot of the stairway.
